Former president Daniel Moi now says that devolved government as proposed in the draft constitution would render the country broke as it is not in a position to sustain such a system. Moi who was speaking at the graduation ceremony at kabarak university says that the system was tried once in 1963 and did not work saying that Kenyans should instead vote for a constitution that unites them.
